Turnkey Mosque Construction
In brief
Turnkey mosque construction means carrying out the site survey, architectural and structural design, structural shell, dome, minaret, interior and landscaping under a single main-contractor agreement. Zahan İnşaat has taken on this scope from its base in Samsun, working across Türkiye, since 2000, and offers associations and foundations staged handover tied to their cash flow.
Mosque construction differs from ordinary building work on two counts: the geometry is unforgiving, and the users stay the same for a lifetime. A few centimetres of deviation in the dome curve strains the structure, spoils the acoustics and cannot be corrected once cladding starts. That is why a mosque should be run under one responsibility rather than parcelled out to separate subcontractors.
Zahan İnşaat takes on a mosque project under a single contract, from site survey to handover. Because formwork manufacturing, minaret work, strengthening and waterproofing all sit under the same roof, there are no crews waiting on each other and no interfaces where someone can say "that is not my job".
What does turnkey mosque construction cover?
A single contract binds the whole job to the contractor. Anything left outside the scope later comes out of the donation budget, which is why the boundary has to be drawn clearly at contract stage.
- Ground investigation, setting out and excavation
- Foundations, reinforced-concrete frame, dome and last-congregation porch
- Minaret shaft, şerefe (balcony), upper shaft, conical cap and finial
- Roof covering, lead or copper cladding and waterproofing
- Mihrab, minbar, preaching pulpit and gallery
- Heating, electrical, sound system and lighting infrastructure
- Ablution facilities, fountain and landscaping
- Provisional acceptance, handover record and user training
Four items that decide the cost of a mosque
A mosque budget is set by decisions, not by floor area. In our experience these four headings move the budget most:
- Dome span and number of domes — as the span grows, structural member sizes and formwork costs rise quickly.
- Number of minarets and şerefe — a double-şerefe minaret extends formwork and scaffolding time compared with a single one.
- Facade material — the difference between cut stone, precast and render reaches tens of per cent of the total.
- Level of interior finish — calligraphy, hand-painted decoration and a marble mihrab are items that need separate budgeting.
How we work with associations and foundations
Most parties commissioning a mosque are associations and foundations funded by donations. Because the cash flow is irregular, we divide the work into stages from the outset and issue a signed progress payment certificate and a photographic progress report at the end of each stage. That way the board can show donors, with documentation, exactly which work their money paid for.

Frequently asked questions
How long does turnkey mosque construction take?
A medium-sized mosque with a single dome and a single minaret takes 12–18 months from structural shell to handover, provided the weather and the payment flow both hold. A larger dome span, twin minarets and a cut-stone facade are the main items that extend the programme.
Do you also produce the design drawings for the mosque?
Yes. We have the architectural and structural design prepared under our own coordination and support the association through the permit process. If you already have a design, we review its buildability and report any details we consider risky in terms of formwork or structure.
Do you build mosques in every province of Türkiye?
Yes. Although our base is Samsun Atakum, we have completed work in many provinces including Ankara, Gaziantep, Kahramanmaraş, Niğde and Ordu. Because the site crew and the formwork systems travel, the province only affects the transport and accommodation items in the cost.
How are payments planned in mosque construction?
On donation-funded work we apply progress payments tied to completed work rather than a fixed calendar. Five main stages are defined — foundations, frame, dome, minaret and finishes — and at the acceptance of each stage a photographic report and a payment certificate are issued.
